Biggie hands downs. But I will go to my grave arguing he's the goat so that probably clouds my judgement.

I also understand why people are saying Pac and Snoop.

When you say iconic, do you mean a voice that transcends hip hop or just the most iconic voice for hip hop heads? Depending on your answer, I'd also throw method man into the argument (although I wouldn't fall on that sword).
