Like in terms of making strictly whats considered hip hop songs and also making a mixture of hip hop, but adding R&B elements, Pac has been able to make songs like "Dear Mama" and "Keep Ya Head Up" (theres more but these were 2 of the biggest songs I can reference). He has the ability to shed the rough hip hop image to make what I consider "soulful" songs. Jay Z from what I understand about his big hit songs were strictly hip hop. To me Pac has the bigger range to make big hip hop songs and big soulful songs. Like I couldn't imagine Jay being able to make a song like "Keep Ya Head Up" that gets as much praise.

Prefer 2Pac but Jay is better. 2Pac isn't that great as far as skill goes, he just happened to be on top when he was killed which boosted everything.

As an MC Jay Z can't be touched, lyrically he is the best, most consistent lyricist, word play is the best and on another level, flow is superb, punchlines are really great, his rhymes are verses on a technical level are undeniable

But for me music is about soul, feelings, evoking emotions, touching your soul. Jay Z's music is just not enjoyable for me based on what i look for in music. The songs he does have that touch on a personal subject i do not feel at all and they do not evoke any emotion for me

I personally feel like Jay-Z is a better business man then a rapper but that's just my opinion.
Subtract him taking a MAJOR L going into the music streaming niche he has managed to make the best out of the hand that was dealt.
Competing with YouTube, SoundCloud, Audiomack, Spotify, Pandora, iTunes these are all things that seem impossible and he's holding his head above water so business wise Jay for sure rap wise Tupac for me.

There may be biased aspect i will admit as hooks are my fave aspect of not just hip hop music but music in general and that is Jay Z's weakness

2pac wasn't great at hooks either hence him relying so much on RnB singers to feature and do the hooks on his songs on majority of his songs. But 2pac made up for that to an extent with the emotion he evoked with his rapping and his verses

Where as Jay Z has no aspects i like the aspects Jay Z is really great at MC-ing, lyricism, complexity in rhymes, flow are not aspects that appeal to me

So it's nothing personal against Jay Z just strictly based on matter of taste and what type of music appeals to me
