Dec 29, 2016 Sanctions can go a long way. The thing about sanctions is they tend to hit the common people harder than the very wealthy or elites. This can create tension in a country and put the government in an awkward position where they can stop the sanctions but they have to give something up. Sanctions are what brought Iran to the negotiating table for the Iran Nuclear Deal.
