    If we're ignoring everything else, then i'd say the rapper with the best pen game i've ever heard is Chino XL. Pun, Biggie, 3 Stacks, ghostface, Em, Weezy, Vakill, Canibus, Pharoah Monch and Ras Kass are a few others that come to mind.
