Drake isn't the only rapper to drop subliminals (Jay-Z, Biggie etc all did it), and these rappers wrote entire verses of subliminals.

Because of all the love he has for Drake, knowing him for so long and having history too, he wants him to feel inspired again and be at his best and that's why he is luring Diss-Drake out, so he can reach his full potential. Joe ain't doing this because he hates Drake or something, he's doing this for the sake of bringing the best out of both of them.
