Tough question. I'd call Prodigy a great rapper, but he's not the best writer, at least that's where I stand on him currently. So is the question more about technical ability in regards to flows and deliveries? Regardless I'm inclined to lean towards people who are also great writers, and who also make good music, so this question doesn't really differ from "best" to me. Tech N9ne and Eminem can rattle off 50 syllable staccato flows, but they still make absolute garbage these days. I'd feel more comfortable just calling Kanye a great rapper and expand how we define what makes a rapper "good" than to make it some exclusive club for people like Logic who are technically sound but devoid of taste.
