    You're probably correct to call it a "vocal technique," but "Harambe Flow" is the term I've heard people use to describe it colloquially kinda in the same way people call the triplet flow the "versace flow" even though it was used way before that song and before migos themselves used it. But the article was more to chronicle how he's been using a version of that inflection for a long time and how it's evolved to be the centerpiece of songs like Homie and Harambe.
