this combines the elements of simply making the best music and having some kind of cultural import. ie- they can be underground rappers, so long as they caused or were emblematic of a major movement. as a caveat: outkast taken collectively could be swapped out for 94, 96, 98, and 2000.

Also 50 was #1 in 03, easily. Again, one of the most dominant years in the history of music. He had a buzz like I've never seen before or since that year.

4. I think there is a case to be made for Eminem being the best rapper alive during the SSLP/MMLP era, but not the TES-era. The Fix is a masterpiece; The Eminem Show is a disjointed jumble of classic songs and poorly-aged melodrama. I would put Em above DMX in 1999 personally, but you can't deny DMX's clout in 1999 either.

For those wondering about Ishmael Butler, he's Butterfly from Digable Planets and is the rapper in Shabazz Palaces and is really the only truly great rapper to ever come out of Seattle imo (even though he repped NY with DP).
