I think it's really close, but I'd choose Biggie's flow.
You're definitely right about Jay Z's flow being more intricate, but that developed over time and through experimenting. Not that it's either of their faults, but Biggie's sample size is pretty small.
I think between 94-97, Biggie easily had a better flow than Jay, or just anyone in hip hop, for that matter. He was so captivating. His mic presence just dominated anybody.
I guess the argument could go either way. I just think Biggie was SO far ahead of his time, that he would've ended up originating more trends within the genre than Jay did, and that's saying a ton because look at what Jay did in his career.
Biggie, to me, is an MC in it's truest form. I just can't think of anyone with his mic presence. He was literally the most natural rapper I think I've ever heard.
But, in saying all of that, Jay Z is number 2 on my list, only behind Nas.Poohdini, canyouduck, Ordinary Joel and 1 other person like this. -
