May 24, 2018 That was the original intention - they adopted a 'willing seller-willing buyer' policy. And it actually worked for a time, but very slowly. But the biggest problem at the moment is government corruption. Ever since the start of Zuma administration (2009-2017), the whole process fell to pieces. When people found out what was going on, Zuma was impeached and a lot of people started pushing for expropriation. So the current administration is looking at ways to expedite the process, before things get any further out of hand. Its' not ideal and the truth is that nothing has even been decided yet. But some big changes are needed before things get any further out of hand.
