    Tony. He was a real boss and achieved the types of things that Stringer dreamed of (owning legitimate real estate/businesses). Tony also made money with politicians while Stringer got jerked by them. Tony was more ruthless. He didn't have a problem with handling things in the street or in business. Stringer's ultimate goal was to get out of the streets. Although, it was probably harder for Stringer to reach the level that he reached, whereas Tony was born into the life and reaped lots of advantages because of that.
